To begin with, it's a contradiction in terms, unless we define "racism" as "any statistical disparity between the condition of races on any matter whatsoever," which is a definition of "racism" that pretty much ensure you will find it in any culture in which two races differ in any subcultural aspects whatsoever, since culture affects average capability at specific tasks.
