I don't think that any entity in the AQ universe is actually evil. The government may be corrupt/misguided, individuals may be selfish/self serving, some may be blindingly idealistic, but I don't believe anyone is actually evil. Of course, if blindly following or instituting dangerous, prejudicial, and corrupt policies and practices is considered evil, or if putting your own well being ahead of everyone else's is evil, then we have far more evil in OUR world than I think many of us would like to admit. But that's a discussion for another place.

Really, I believe that the AQ universe is a good representation of our world, and how all these people justify their actions and beliefs as being good, or for the greater good, or at the very least altruistically good. These people are so involved in the game between themselves that they fail to see the effects they have in the real world, and they cannot see the injustices their beliefs and policies and actions heap on the undeserved. There's a lesson to be learned here.
