I love Anna. I think she's been a tremendously good influence on Alexandra, and this chapter was brilliant for first showing us that.
As for Lilith's punishments, they don't really bother me. It seems the Magical World in America is still in the 18-1900's, and discipline would certainly be harsh and inflexible. Lilith is doing the thing she thinks will certainly keep them apart. It doesn't go to the root of the problem, but I've already noted how none of the teachers (either in AQ or HP) are actually educators.
Regarding Galen attacking students, I naturally assumed Lilith cast a spell or did some magic to prevent it from doing so, and the spell would recognize the students as such even in rat form. I assumed the punishment of animal transfiguration was not uncommon (and so it seems from the rumors), so logically there would be safety measures against it.
