The version you heard is contradicted by half a dozen different sources I heard, including Claremont himself in at least two interviews. Claremont was actually angry at Shooter ordering him to make his heroine pay for her mass murder, and claimed that he had spoken with a prosecutor who said he could have got her off easily, since she was not in her right mind when she committed it. That is doubly wrong: first, the Phoenix knew perfectly well what she was doing - her sense of right and wrong had been overwhelmed, but her reason had not; and second, this is not about legalities but about moral responsibility. If you cause the death of a single person, let alone several billion, you should not feel blameless just because a smart lawyer got you off. At any rate, this is Claremont's polemic, repeatedly stated in a number of interviews, and it certainly proves that the order that had gone forth from Shooter was to do with mass murder - not with having a cunt.
