The idea of a religious dictatorship is not original to either Atwood or Heinlein. But Heinlein was writing about how awful such a theocracy would be and the story is about rebels overthrowing the government. Atwood's focus is more personal, on what it's like to be someone living under such a regime and not fighting back.
